Restrictions on wither spawning?

Just wondering if Wither spawning has some restrictions now?

I killed one in the Nether a while ago for a rank up, now i have to kill another one in order to rank up, but i can't spawn him where i spawned the first one in the Nether, so i'm wondering if something changed? Some restrictions?

It's possible you're trying to spawn it within someones claimed region, try again somewhere else and if it still happens, let a staff member know where you were and we'll see what's up, there shouldn't be any restrictions in none-claimed areas.

i had my own region in the area, and i even tried removing my region and it still didnt let me spawn one, i have also tried spawning a wither deep deep underground in the mining world, in a tunnel i made myself, and it didnt let me spawn him ;-;

I may be able to look at it to see if I can do anything and if I can't I'm sure staff are happy to look at it too. Hopefully we will both be on later

got it working, not sure how, but after many attempts at building my wither it suddenly spawned..
